USCCB, Guilty of "Ideological Colonization" ?

Pope Francis criticizes "Ideological Colonization"
An act or instance where a person or group works to move into and live in (a place)
imposing values relating to or concerned with ideas in order to bring about 
the integrated assertions, theories and aims that constitute a 
sociopolitical program.

Seriously, the CDC describes how to use a CONDOM. 
The Bishops, the visible head of Christ, think this is ok ?
*  Hold the tip of the condom and unroll it onto the erect penis,
leaving space at the tip of the condom,
yet ensuring that no air is trapped
in the condom's tip.


If...
"The protection that proper use of latex condoms provides
against HIV transmission is most evident from studies of couples
in which one member is infected with HIV and the other is not"(Yet)...

Then...
"breakage caused by defects in the condom itself show a breakage rate ranging from 0% to 7%"...

Conclusion...
Pope Benedict is correct when He says,
"You can't resolve it with the distribution of condoms. On the contrary, 
it increases the problem."
ie.- There is an increase in the disease based solely on design flaw, 
not to mention operator error.

Question...
Why would the Princes of the Church in America want to allow 
their sheep to fall into the occasion of Sin ?

Does this sound romantic ?
* Withdraw from the partner immediately after ejaculation,
holding the condom firmly to keep it from slipping off.

The protection that proper use of latex condoms provides
against HIV transmission is most evident from studies of couples
in which one member is infected with HIV and the other is not (Yet)...

HIV virus might "leak" through only 1 of every 90 condoms.
...breakage caused by defects in the condom itself show a breakage rate ranging from 0% to 7%.

*  Use a new condom for each act of intercourse.
 
*  Put on the condom as soon as erection occurs and before any
sexual contact (vaginal, anal, or oral)(sucking on a piece of rubber?)
 
*  Hold the tip of the condom and unroll it onto the erect penis,
leaving space at the tip of the condom, yet ensuring that no air
is trapped in the condom's tip.
 
*  Adequate lubrication is important, but use only water-based
lubricants, such as glycerin or lubricating jellies (which can
be purchased at any pharmacy)(Are there pharmacy's in the African bush ?) 
Oil-based lubricants, such as petroleum jelly, cold cream, hand lotion, or baby oil, 
can weaken the condom.
